OACRM PROGRAM GIS TECHNICIAN – ID# 17183. Pacific International Center for High Technology Research. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR) performing programmatic and project tasks on land controlled by U.S. Army Garrison Hawai‘i (USAG-HI) on the Island of Oahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,000-$5,625/Mon.
DUTIES: Coordinates with USAG-HI Cultural Resources Manager and Oahu Army Cultural Resources Management (OACRM) Program Manager (Oahu), USAG-HI, and programmatic staff to verify, maintain, and update cultural resource related geospatial data in compliance with U.S. Army requirements. Provides guidance and training to OACRM Program staff on geospatial issues and tools. Familiarizes him/herself with installation plans, undertakings and cultural studies and inventories.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Geography, Computer Science, Archaeology/Anthropology, Environmental Science, or other related field.
EXPERIENCE: One to three (1-3) years of experience in archaeological excavation, surveying, and/or monitoring. One to three (1-3) years of experience in GIS and database maintenance, technical support, and troubleshooting, specifically using Environmental Systems Research Institute (ESRI) software products. Experience preparing written reports based on interpretation of spatial and tabular data.
ABIL/KNOW/SKILLS: Extensive knowledge of Geographic Information System (GIS) databases and applications. Good organizational, communication, and computer skills. Ability to solve problems and think critically. Demonstrated ability to communicate clearly both orally and in writing. Proficient at using Microsoft Office, Access databases, and ArcGIS and extensions. Skilled in GPS operation. Ability to use maps, and Garmin and Trimble GPS. Skilled in use of ESRI ArcGIS software. Ability to teach less experienced staff about both the use of ESRI software and Trimble GPS equipment. Must possess GIS certification. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with automatic transmission. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must be able to pass a DoD security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas. Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.
PHYSICAL/MEDICAL REQUIREMENTS: Willing to work under strenuous and extreme outdoor conditions. Able to hike up to ten (10) miles per day while lifting/carrying a backpack weighing forty (40) pounds unassisted. Able to camp in remote and rugged areas for periods of several days. Hiking field trips of several hours may be required over rough terrain at higher elevations.

SECONDARY QUALIFICATIONS: Experience in the cultural and archaeological setting specific to U.S. Army lands and programs. Knowledge of and experience with DoD Cultural Resources in general and the policy, organizational, and operational contexts within which they are managed. Knowledge or experience with Unmanned Aerial Vehicle (UAV) mapping. Skill as a catalyst and motivator to elicit cooperation and compliance with actions from diverse individuals and groups. Knowledge of local, Federal, State lands use and environmental laws. Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships. DoD experience. Familiarity with SDSFIE and FGDC standards as implemented by the U.S. Army Installation Geospatial Information and Services (IGI&S) program.
